Kusatsu is a famous as a resort of Hot-Spring. It's in Gunma, and very local place.
So there are no Kusatsu Station, the nearest station is NaganoharaKusatsuguchi, on JR Agatsuma Line. Whichever you take a bullet train or not, you should transfer the train to Agatsuma Line. And, you can take the Bus from NagaoharaKusatsuguchi Station, and it takes 25 minutes and cost is ￥670.
